Educated blacks such as escaped-slave Frederick Douglass wrote eloquent and heartfelt attacks on the institution. Spirituals could contain hidden instructions. For instance, the spiritual "Follow the Drinking Gourd" made reference to the Big Dipper and the North Star and was likely used to guide slaves north to Canada. Two and a half years later, on June 19, 1865, Union soldiers sailed into Galveston, Texas, announced the end of the Civil War, and read aloud a general order freeing the quarter-million slaves residing in the state. According to the act, those to be “confiscated as contraband of war” were only those persons working or employed “in or upon any fort, navy yard, dock, armory, ship, entrenchment, or in any military or naval service whatsoever, against the Government and lawful authority of the United States.” Though some government officials inferred that the “contrabands” were freed by this act, emancipation was not expressly granted by it.
